Go into Tinkercad and Import, then import your new SVG Otherwise you'd get a solid chunk of plastic instead of a hollow cutter. 'Stroke to Path' will take the thick stroke line that you can see and outline both sides of it, so you have a cookie-cutter shape. The nozzle on the 3D printer is probably 0.4mm, so don't try to go too thin - maybe try 0.8 or 1.2mm. Go to the Fill and Stroke panel -> Stroke Style and set Width to however thick you want your cutting edge. Just use the star tool or whatever as a test. So can, for example, Fusion 360 (which as mentioned above has a license for home use. You want to start with an outline that represents the shape of the object, and end up with a 3d model suitable for printing that is a bit like this? TinkerCAD can almost surely do this. If I'm understanding you correctly, you want to make something like this, but with your own shape.

I don't know that much about tinkercad, but you can *probably* do what you want with it, if I understand your question. I think OP is using 'cookie cutter' type implements to cut clay, not cookies, based on my understanding of the question.
